With all due respect, gender based violence is a huge challenge in our, and many other countries, no doubt about that. But: seral killers are usually psychopaths, and to believe someone like that was born as a normal person and can be rehabilitated shows a total lack of understanding of the motives and make-up of serial killers. Go read up on that, like Micki Pistorius's book "Fatal Females," or just Google it, there is a host of material on the subject - serial killers are not the product of paternalism, they are inhuman predators and are born like that. To curb this type of crime, you first need to understand it.
