Just 13 per cent of almost 4500 burglaries in the Wellington district last year were solved by police.
In the past six years, an average of 90 properties have been broken into every week. Since 2007, almost 24,000 burglaries have gone unsolved.
But Hutt Valley area commander, Inspector Mike Hill, said burglaries remained a priority for police, despite the difficulty of finding and punishing offenders.
"It's a horrible feeling coming home and finding that some lowlife criminal has been going through your drawers," he said. "Plenty of us have been, or our families have been, the victims of burglars over the years.
Sophie van Duiven couldn't agree more. She no longer feels at ease in her own house, after being burgled twice this year and catching a burglar breaking in in a third incident.
The 20-year-old student said the intrusions left her feeling violated. "Having someone go through your stuff, it's a really awful feeling. You feel dirty.
"You just don't realise what a toll it takes, not being able to come home to a safe environment. That's a big part of your emotional well-being.
"They took laptops, hair straighteners, any cash they could find, jewellery, electronics, stuff like that. It's really awful . . .
"Being home alone is completely different now. You don't feel safe, you're just completely on edge. It's always in the back of your mind."
She said the police were helpful, "but there's not much they could do". Despite fingerprinting, they were unable to track down either the burglars or the stolen goods.
Hill said the big problem for police was finding enough evidence.
Even if suspects were caught, they may already have offloaded the stolen goods, which were often portable electronic products that were easy to get rid of.
Of the 4485 recorded burglaries in the 2012-13 financial year in the Wellington district, just 600 were solved.
The resolution rate district-wide was just 13 per cent - but some station areas were even lower. Wellington, the largest station area, solved only 11 per cent of its burglaries, while the Kilbirnie and Johnsonville station areas managed to resolve just 6 per cent of their combined 472 burglaries.
Van Duiven said that, before being burgled the first time, neither she nor her flatmates thought much about security, but now they did.
"At the beginning we just had everything out, so it makes it easy [for the burglar]. Generally I take my laptop with me everywhere I go now, which isn't very good because it's bloody heavy and it's bad for your posture."
