SABC News (DStv-kanaal 404) kanselleer alle TV-nuusbulletins in alle nasionale tale behalwe Engels

PEN Afrikaans en PEN South Africa maak ten sterkste beswaar teen die kansellasie van alle addisionele TV-nuusbulletins in alle amptelike Suid-Afrikaanse tale behalwe Engels op SABC News (DStv-kanaal 404) vanaf 1 April 2015.

Met hierdie besluit maak ons openbare uitsaaier duidelik dat hy hom nie wil verbind tot die bevordering van die veeltaligheid en taalregte wat in ons Suid-Afrikaanse Grondwet en Handves van Menseregte verskans is nie.

Hierdie gebrek aan toewyding tot die ideaal van meertaligheid is tragies ironies wanneer ’n mens in ag neem dat die SABC op sy webwerf en in ander bemarkingsmateriaal verklaar SABC News saai uit aan gehore in al 11 amptelike Suid-Afrikaanse tale en sy taalbeleid aanprys deur te sê: “... a unique selling point is SABC News Channel’s multilingual programming”.

Hlaudi Motsoeneng, die operasionele hoof van die SABC, het met die bekendstelling van SABC News gesê dié kanaal is ’n geleentheid vir die openbare uitsaaier om sy mandaat vir openbare dienslewering uit te bou en sy fokus op provinsiale stories en die verskillende amptelike tale te versterk.

Sowel PEN Afrikaans as PEN South Africa is geaffilieer aan PEN International, en daarmee is beide ook verbind tot die 2011 Girona-manifes van Taalregte wat PEN International se 10 sentrale beginsels ten opsigte van taalregte uiteensit. Die tersaaklike beginsels een, twee en nege verklaar:

1. Taaldiversiteit is ’n wêreld-erfenis wat waardeer en beskerm moet word.
2. Respek vir alle tale en kulture is fundamenteel om dialoog en vrede in die wêreld te skep en te handhaaf.
9. Die media is ’n bevoorregte sleutelversterker wat noodsaaklik is om taaldiversiteit te laat werk en om op vaardige en streng, konsekwente wyse die prestige van veeltaligheid te verhoog.

PEN Afrikaans en PEN South Africa is daarom oortuig dat die SABC as ons veeltalige demokrasie se openbare uitsaaier verplig is om sy besluit oor die kansellasie van alle TV-nuusbulletins in alle talle behalwe Engels op SABC News te heroorweeg.

Indien die SABC slegs Engels wil aanbied op sy nuuskanaal wat geskep is om die belange van alle Suid-Afrikaners te dien in ’n tyd waar die land verdeel word deur ’n heftige debat oor die Britse koloniale nalatenskap van Cecil John Rhodes, behoort hy sekerlik oorleg te pleeg met die publiek wat hy veronderstel is om in te lig en te bemagtig.

SABC News (DStv channel 404) scraps all TV news bulletins in all national languages except English 

PEN Afrikaans and PEN South Africa strongly object to the proposed cancellation of additional TV news bulletins in other indigenous South African languages on SABC News (DStv channel 404) from 1 April 2015.

This decision shows a clear lack of commitment from our public broadcaster to the multilingualism and linguistic rights enshrined in the South African Constitution and Bill of Rights.

This lack of commitment is sadly ironic, considering that the SABC states on its website and in marketing material “a unique selling point is SABC News Channel’s multilingual programming” and that SABC News is delivered “to audiences in all 11 South African official languages”.

Hlaudi Motsoeneng, COO of the SABC, said at the launch of SABC News that the channel is an opportunity for the public broadcaster to “enhance its public service mandate and extend its focus on provincial stories and the different official languages”.

As affiliates of PEN International, both PEN Afrikaans and PEN South Africa, subscribe to the 2011 Girona Manifesto on Linguistic Rights which contains PEN International’s 10 central, guiding principles on linguistic rights. Principles one, two and nine state the following:

1. Linguistic diversity is a world heritage that must be valued and protected.
2. Respect for all languages and cultures is fundamental to the process of constructing and maintaining dialogue and peace in the world.  
9. The media is a privileged loudspeaker for making linguistic diversity work and for competently and rigorously increasing its prestige.

In the light of these considerations, PEN Afrikaans and PEN South Africa believe it is the duty of the SABC as a public broadcaster committed to peaceful dialogue and communication in a multicultural, multilingual society, to reconsider its decision to cancel all TV news bulletins in languages other than English on SABC News.

If the SABC wants to opt for English only on a news channel created to serve all South Africans at a time where the country is divided by a heated debate about the British colonial legacy of Cecil John Rhodes, it is surely obliged to consult with the public it intends to inform and empower.
