“The department's Thembile Sanabe said it was normal in some cultures to consume horsemeat in South Africa.
"There are also some countries where eating horsemeat is part of their culture."
However, he said there were special processes involved when slaughtering this type of meat.
"The regulation of horse slaughtering is done by our department under the Meat Safety Act and we have a special license for it."

2. Noem die kulture in Suid-Afrika van wie hy praat?
2. Wat is die spesifieke prosedures in die slagtingsproses waarvan hy praat?
3. Wie is die “we” van wie hy praat wat ’n spesiale lisensie het? Is dit hyself? Indien wel, mag hy dit bedryf terwyl hy vir die Departement werk en mag ons weet wie vir hom hierdie lisensie gegee het?
